I love old Dell laptops too, especially business models. I'm currently bidding on one of these on eBay. I'd never even heard of it before now. I really hope I win it as I'm falling in love with it. 😍 By the way I think Linux Mint is probably too heavy for this little laptop, if you insist on Linux I'd recommend something like Xubuntu. I've run that comfortably on Atom-based netbooks before. Or you could go back to Windows XP or even a stripped-down version of it. I know this video was uploaded a while ago but thought I'd comment on it anyway.

0:31 LoL , this video was uploaded in 2015, it's 2017 & I'm using it to watch this (running a Linux OS, upgraded the RAM to 2GB, processor 2 DuoCore).
I found that the performance was improved after I replaced the drive to a SSD. I haven't tried it with Windows 7 when I first got it but Windows 8 it worked very well. The main downside I've ran into so far was after upgrading to Windows 8.1 & 10 the PCMCIA was no longer accessible. The system would recognize it and items in it but the user would have no access to any flash cards inserted into it. Trying to find a solution as I used that space as a second drive.
the extra usb is for power external optical drive, and the second slot is for WAN(maked on board) and is for 3G modem.
Bake the video card. I believe it can be removed on that. My roommate's gf had the same laptop and we baked it. Worked for quite a while after that.
